If the regulations and laws dictate the behavior then we would expect the behavior be only as good as stated by the law or regulation. We know that laws can be violated and that regulations and laws are not always adequately enforced and as a result human behavior will conform to the level of enforcement. We also know that laws and regulations are designed in such a way as to allow for discretion and modification to meet the needs of a particular health care institution. Modifications can be more stringent than the rule, reg, or law but they can not be less stringent. Modifications are also made when breaches occur. What are some of the steps that organizations can take from a structural (e.g. organizational) perspective to ensure compliance with rule, regs and laws?
