Usually such errors are smaller than the least count (the smallest division) of the instrument and can be avoided by starting from a point on the continuous part of the scale, for example, from the 10 cm mark. Then, if the other end of the object came to 24.3 cm, the object would be (24.3-10.0) = 14.3 cm long. Get a ruler with a millimeter scale and measure several objects, but don't use either end of the scale as a starting point.
