You don't seem to get any long-term immunity from being infected, so those who have once been infected can soon be infected again. Given the restrictions on social distancing that the country of Greece is able to maintain, the number of infected people can be estimated with high certainty to 100,000 a month. Fortunately, there are two different vaccines, A and B, both of which provide very good protection against infection. Vaccine A is in abundance and with this it is possible to vaccinate the entire population of Greece, which consists of 10 million people, in a flash. Unfortunately, vaccine A has a rare side effect that makes one in a thousand vaccinated become seriously ill. Vaccine B has no side effects, but due to delivery problems, the vaccine will not be available until 12 months from now. Once vaccine B is delivered, it will be lightning fast to vaccinate the entire population. For the sake of simplicity, assume that the infection does not subside until everyone has been vaccinated. The risk of getting seriously ill from vaccine A is the same for groups G and U. Everyone knows who belongs to groups G and U respectively.
