Hart City: PMO Director Position Job Description The program project manager, as the director of the Project Management Office (PMO) under the Bureau of Special Operations, will direct and oversee the department's strategic organizational and innovative initiatives. The PMO director works to ensure the department has the following: A standard structure for managing projects that have significant department, customer, or staff impact Major federal or state mandates and high-risk projects with potential exposure to litigation or Board priorities. The PMO director will be responsible for: Working with Department of Public Social Services (DPSS) executives to ensure they use the best project management practices across the board, especially when managing complex projects Establishing project management dashboards Developing and identifying criteria to determine the overall status of the project Ensuring compliance with time and budget directives Working across the enterprise to ensure project management disciplines and tools are clearly understood Working with executive management to identify interdependencies Establishing clear goals and performance outcomes Working with managers to ensure appropriate resources are shared and to evaluate projects as project management knowledge will increase the effectiveness of public assistance and social services programs administered by DPSS DEFINITION: Incumbents in these positions are responsible for directing the development or administration of an income maintenance; social service; or specialized accounting, fiscal, or other program section or for providing direct staff assistance to department directors.

CLASSIFICATION STANDARDS: Positions allocable to this class typically report to a high-level administrator and are responsible for the direction of either the development of policies and procedures to implement major departmental aid or service programs or for the administration of such programs. Typical assignments in this class include (1) the direction of staff involved in the interpretation of regulations related to aid or service programs and the development of policies and procedures to implement these programs, (2) the direction of a district office that administers income maintenance programs, or (3) the direction of a departmental specialized program such as Welfare Fraud Investigation or Community Liaison. Incumbents must exercise thorough knowledge of the principles of management and supervision, as well as the methods of planning and budgeting to meet program needs. In addition, incumbents must be familiar with the regulations, policies, and procedures related to aid or service programs for which they are responsible. Essential Job Functions Manages a children's services office/section by planning, organizing, and directing the office/section's work activities from inception to completion; coordinating the various functions and tasks via subordinate staff (i.e., first- and/or second-level administrators); maintaining a uniform work flow; evaluating the workload; determining priorities; assigning personnel to meet deadlines and desired outcomes; and updating upper management via written and oral reports on the status of work being performed to ensure that quality service is delivered in a timely, effective, and productive manner and is consistent with the county's strategic plan and in accordance with federal and state laws and regulations and department policies and procedures. Supervises subordinate staff (e.g., human services administrator, eligibility supervisor and/or eligibility worker, clerical administrator, and clerical support staff) by performing a full range of supervisory tasks (i.e., advising, motivating, training, supporting, coaching, mentoring, and disciplining employees; delegating assignments to subordinate staff; gathering organizational performance metrics; monitoring, reviewing, and evaluating employees' work products and performance; and conducting staff meetings) to ensure that quality service is delivered in a timely, effective, and productive manner in accordance with federal and state laws and regulations and department policies and procedures. Manages the operating budget of a children's services office/section by evaluating office/section's needs, preparing budget requests, and overseeing staff and bilingual allocations, services, supplies, inventory, and expenditures to ensure efficient and effective budget administration in accordance with federal and state regulations, county code, and fiscal manuals governing budget administration. Directs the evaluation and improvement of a children's services section's operations by planning, organizing, and coordinating the collection of pertinent

data (e.g., laws, regulations, policies, procedures, operational reports, statistical reports); the analysis of current work processes through audit findings, work measurement studies, process assessments, and use of data; and the documentation of results to formulate, recommend, and implement revised methods that improve service delivery, are consistent with the county strategic plan, and comply with federal and state laws and regulations and department policies and procedures. Directs the completion of highly complex or sensitive assignments or issues presented by internal or external partners (e.g., program staff, administrators, customers, board of supervisor representatives, union representatives, community and legal advocates) by analyzing relevant information gathered from written and numerical reports, interviews with relevant parties, existing records and files, etc., and using the appropriate resources (e.g., staff, existing data, other county employees) to ensure that quality service is delivered in a timely, accurate, efficient, and effective manner and to determine the most appropriate solution to the issues in accordance with federal and state laws and regulations and department policies and procedures. Advises staff and representatives from private/public entities on issues/inquiries related to the children's services office/section by obtaining relevant information regarding the issue/inquiry, providing staff or the representatives with pertinent information, and assisting staff or the representatives in interpreting program policy and procedures to ensure staff and representatives effectively address and resolve the issue/inquiry. Directs studies within a children's services office/section (e.g., administrative reviews and audits, research studies, work measurement studies, process assessments, pilot programs, demonstration projects) by planning, organizing, conducting cost/benefit analysis, and coordinating the gathering, analysis, and oral and written presentation of information (e.g., legislation; existing documents, such as program policy/procedures, statistics or financial data; other county employees; representatives from other private/public agencies; the Internet) and monitoring the studies to develop an effective solution or recommendation, to determine the feasibility of a program, and to ensure that quality service is delivered in a timely, effective, and productive manner and is consistent with the county strategic plan and in accordance with federal and state laws and regulations and department policies and procedures. Prepares various documents of a highly sensitive or complex nature (e.g., Board correspondences, speeches, narrative and numerical reports, policies and procedures, quality control corrective action plans) by using the latest technology and appropriate software programs (e.g., word processing, spreadsheets, presentation) and following standard English usage and using plain language to communicate pertinent information to relevant parties. Directs the preparation of various documents (e.g., reports, contracts, memoranda of understanding, Board motions and memoranda, policy and procedures, general correspondence) by instructing staff on the appropriate

content and structure and reviewing and editing the document for standard English usage and using plain language to communicate pertinent information to the target audience. Represents the department and office/section (e.g., on committees, meetings, conferences, media, service planning areas) by serving as the liaison with other county departments, federal and state agencies, or private/public agencies and by preparing for and attending committee meetings, conferences, etc., to orally present information to others (e.g., one on one or in groups), address concerns raised by relevant groups, assess the need for action by the children's services office/section, and assist in developing policy guidelines. Collaborates with appropriate federal, state, and local agencies on a variety of issues (e.g., program concepts, legislative changes, community resources, public relations programs, labor management issues) by communicating and interacting with the appropriate individuals to gain agreement on program concepts, interpretation of legislation, etc., and ensure the proper implementation of children services programs, consistent with the county strategic plan and in accordance with federal and state laws and regulations and department policy and procedures.
