Imagine there is a Tribal Nation seeking to protect its water resources and rights. What are the critical things they should do first, or at least early on in this process? Should they immediately hire lobbyists and ignore the possibility of filing a legal action to confirm their water rights under Winters? Does the Tribal Nation need to first identify the available water resources within their reservation? How would we help tribal nations start from somewhere?
