In 2008, Oregon had capacity to expand Medicaid insurance coverage to individuals between ages 19-64.

However, budget would not cover all individuals who would want insurance. Thus a group of uninsured low-income adults in Oregon was selected by lottery to be given the chance to apply for Medicaid. Among those who were selected by lottery, 36% enrolled in Medicaid within 180 days after lottery notification.
