In a federalist system such as The United States, state and municipal authorities can play a large role in protecting national security. In this, federal authorities can play a complementary role, assisting state and local governments only when needed. With the increase in the destructive capacity of non-state actors, advancements in technology, and governmental mandates, though, are local entities still able to be a viable partner in assuring national security?
