In a problem question, UK imports from both non-EU and EU countries. Due to Russia/Ukraine war, EU bans all imports of goods from Russia. Is this prohibiting free movement of good? If it is not article 34, what article should we use?

I am confused because Article 34 TFEU relates to intra-EU imports and prohibits 'quantitative restrictions and all measures having equivalent effect' between Member States. But Russia is not part of the EU.
