If the Year of Hire is before 1982, insert the value from cell M5,

If the Year of Hire is before 1992, insert the value from cell M4,

If the Year of Hire is before 2002, insert the value from cell M3,

otherwise insert the value from cell M2.

(Use absolute cell referencing where necessary).

Copy the function down to the other cells.

In S10 use the appropriate function to calculate the total for all employees. Format as comma style 0 decimal.
