In country A, mayors are elected by the local council using simple majority voting. Districts with populations smaller then 20,000 people have councils that consist of 7 members. Those districts tend to perform poorly in terms of investment in infrastructure and education which are under control of the mayor. The federal government has proposed to increase the size of the council to 15. In light of the selectorate model, should we expect this policy to improve or worsen investment in infrastructure and education?
