In examining the OMB and the GAO we noted that these agencies don't have as many employees as we might expect given the important role they play in government. We concluded that they don't have more employees because: it would simply be too expensive given the small value that additional employees might add there wouldn't be enough consistent work available to justify additional employees more employees might require a watchdog to watch over the watchdog all of the above none of the above
