In January of 2022, truckers and many like minded people took over central Ottawa.The "Freedom Convoy" was sparked by the introduction of a new rule that all truckers must be vaccinated to cross the US-Canada border, but the protests morphed into broader challenges to Covid health restrictions. The protesters gathered in central Ottawa near Parliament Hill, and their demands grew to include ending all Covid mandates nationwide and opposing the government of Prime Minister Justin Trudeau. Ottawa's centre was paralyzed, with vehicles and tents blocking roads, there were reports of racial attacks, and people were living in their trucks with their children.

In February of 2022, the Mayor of Ottawa, Jim Watson, declared a state of emergency in response to the truckers' protests against Covid restrictions and their occupation of central Ottawa. Watson said the city was "losing this battle," the situation "completely out of control," and the protests posed a threat to residents' safety.

On or about February 14, 2022, Prime Minister Justin Trudeau invoked the Emergencies Act, RSC, 1985, c. 22 ("the Act") to remove the trucks from the central area of Ottawa. Several people were arrested and charged with various offences during the police action.

On or about October 14, 2022, a hearing into the use of the Act was commenced. The inquiry is undergoing at this time. The point of the inquiry is to assess how the Act was used, why it was invoked, and whether the Federal government overreached its authority in invoking the Act.
