their vehicles in and around Parliament Hill and stayed there for about one week. The
vehicles blocked the streets. Among other types of disturbing conduct, some protesters
engaged in an organized and incessant honking of horns from transport trucks and
other vehicles. People that lived in the area were particularly troubled by the constant
honking which disturbed their sleep and the general enjoyment of their homes.
