In order to overcome arbitrators returning fired officers back to work due to a past practice of lesser discipline for similar behavior:

$($a$)$ the legislative body should make just cause provisions a prohited subject of collective barganing for police unions; OR

$($b$)$ the legiserious misconduct that overrides past practice; OR

$($c$)$ the legislative body should require police chiefs to negotiate specific disciplinary results for specified incidents of serious misconduct into collective bargaining agreements in order to override past practice.
