in order to spend funds for a new start project (not a safety modification) that requires more than $15 million of RDT&E funding during the first year of execution, DoD must

A-Spend the funds during the period by a continuing resolution

B-Obtain written approval from congress before spending any funds

C-Appeal to the appropriations conference

D-Wait 30 days after providing letter notification to congress, then may spend funds if no response has been received
