In regards to environmental law:

Certain areas of environmental law still face significant levels of noncompliance. In 2009, the New York Times reported more than half a million violations of the CleanWater Act by 23,000 different companies since 2004. Almost 40% of the nation's drinking water is below safe standards.The vast majority of polluters escape punishment. The EPA itself has reported that when it looks closely at an industry sector, usually it discovers a high rate of noncompliance.

1. Should the EPA and state enforcing agencies be beefed up to be able to handle more inspections?

2. Should local enforcement agencies be lenient on violators if strict enforcement would adversely affect a company and subsequently the local economy?
