In response to requests from migrant domestic workers (MDWs)'s employers, the Ministry of Manpower (MOM) is considering a pilot dormitory project (DP) to house MDWs. MOM intends to launch this project as a Public-Private Partnership (PPP) project to house about 1,000 MDWs. Other government agencies have offered MOM two possible sites for consideration. One is a green field site which is approximately 3 km from the Punggol MRT station. The site area is about 5,000 m². The other site in the Bukit Merah area has 2 blocks of old HDB one-bedroom rental flats and some open car parks. As this is a pilot project, MOM is considering a 2-year timeline for the delivery of the project plus an 8-year concession to operate the DP for the successful bidder, with an option for a 4-year extension.

You are a PPP Consultant based in Singapore. You have been appointed by MOM to provide:
