The commissioning contract management at the Deutsche Bahn is a rather complicated subject. Therefore, in 2017 my organization implemented a new subdivision called the Competence Center to cluster all knowledge about these contracts. The bundled information is supposed to aid new projects by assigning a centrally employed project manager to act as a support system for the regional project managers (where the project is located). The regional manager provides the employees for the commissioning itself while the manager from the Competence Center provides the knowledge and expertise.
