In the 2010s, Canadian international engineering firm SNC-Lavalin was accused of paying bribes in other countries to get and keep business. Bribery is a crime in Canada (even though it may be customary practice in other countries around the world). The management of SNC-Lavalin did not want this to even come to trial in Canada, both for the opportunity this could give to their competitors (few major infrastructure projects which is what SNC-Lavalin does are privately financed, and governments are loathe to do business with companies in legal purgatory (neither proven guilty nor absolved of the charges). SNC-Lavalin also has close ties to the Gouvernement du Qubec (Government of Qubec) and to the Federal Government through the party currently in power, the Liberal Party. This case and SNC-Lavalin's attempts to get some political protection from the courts became a national political scandal in late 2018-early 2019. SNC-Lavalin's basic defence of their behaviour has always essentially been "everyone else is doing it (bribery), and we have to do it to compete". Research this case, and write up a report that deals with the following questions: Should Canada make it illegal for Canadian companies to break ethical rules in other countries where those aren't the rules? Should Canada have charged SNC-Lavalin once their actions became public knowledge? SNC-Lavalin is a major employer in Montral. Does that make a difference? SNC-Lavalin is a major domestic creator of infrastructure (e.g. Ottawa's LRT line, Vancouver's Canada Line, etc.). Should that make a difference, since the alternative would be hiring foreign engineering firms? Should the Government of Canada have provided the relief from a trial SNC-Lavalin sought (a deferred prosecution
