In the latter years of the command economy in the Soviet Union, there was some experimentation with private agriculture. At one point in this experiment, privately owned farms accounted for only three percent of the cropland and yet produced twenty-seven percent of the country's food. Use the concepts of efficiency, incentive, and production quotas to explain how this situation came about.
