Data on the outsourcing of emissions suggests that emissions from developing nations are elevated by producing goods for developed nations. Data that takes into account the relative vulnerability of countries to the impacts of climate change suggest that the nations least vulnerable to climate change are also the wealthiest and the biggest polluters. They should carry the burden of addressing climate change. Data on historical emissions indicate that Europe and the United States have contributed the most emissions and that the nations that industrialized earliest should bear the responsibility for addressing climate change.
