In Week 1, we studied CBC (Cipher block chaining) mode of block cipher. Bob wants to implement a system to send encrypted message using CBC mode. However, he thinks that sending IV every time is not efficient. Thus, instead, Bob proposes a system that uses the last ciphertext block of the previous message as IV. Please discuss if it is secure.
