In what case does the PCI-DSS specifically require data in motion to be encrypted? And, why is this important?

Last week we reviewed data security controls over PHI, this week was about cardholder data security as defined in the PCI-DSS. Are the security controls defined in the PCI-DSS more prescriptive in a technical sense that those in the HIPAA Audit Protocol? Give two examples to justify your answers.
