Proposal: Develop a Proposal to Develop a Decision Support System for Scheduling Medical Teams

Your Role: You are a consultant to a major hospital and have been asked to develop a short proposal $($no more than $5$ pages$)$ to address the following problem. Your poposal should e accompanied by an Excel spreadsheet containing a workin demonstartion model.

Problem: Non$-$emergency medical operations are scheduled several days in advance of the actual operation. The hospital currently assigns teams to operations on an ad hoc basis with very little consideration of the optimal composition of each team. Note that teams get better over time as they work together. You are asked to develop an approach to specifying efficient teams for each operation before it is scheduled.

Data for the problem: You are provided with a small sample subset of the data on operations in a certain, non$-$critical medical category $($no emergency operations.$)$ Within this category, some subclasses of operation may be more difficult than other sub classes. The data will be emailed to you as an email attachment.

Your Task:

Generate some descriptive statistics so you can provide hospital management with a better understanding of their surgical team formation problem.

Develop one or more criteria to measure the optimality of teams used in operations based only on the data provided. $($i$.$e$.,$ which doctor, anesthesiologist, head nurse and assistant should be teamed together.$)$

Develop a spreadsheet solution to the team formation problem based on your criteria.

Suggest a minimal number of data items that you would like the hospital to collect to improve your model.
