Industrial Relations Major A$1$ In $2011,$ approximately $48,000$ postal workers went on strike. $($CBC$,2011)$ The strike began in Winnipeg and began spreading throughout the $8$ union districts. The strike was in reaction to the establishment of a modernization plan. $($CBC$,2011)$ The modernization plan aimed to change the job duties and benefits of union members. Some of these changes such as making letter carriers walk with multiple bundles instead of one would increase productivity. $($CBC$,2011)$ However, these changes were not received well by the carriers who sometimes endure hostile weather while making deliveries. The modernization plan also aimed to replace the current sick leave plan with a short$-$term disability plan. $($CBC$,2011)$ The postal workers felt that this modernization plan was unreasonable and continued striking. This paved the way for a collective bargaining to be reached to satisfy union members. When the strikes began to negatively impact revenue the government implemented a Back to Work legislature. $($CBC$,2011)$ This required all postal workers to go back to work. In $2016,$ this legislature has deemed a violation of the right to expression and association under the Canadian Charter of Rights and Freedoms. $($CBC$,2011)$
