Why would you not be able to create a new inspection for your project? $($i$.$e$.$ the "Create" button is not active$/$clickable$)$

a$.$ Another user is actively performing an inspection

b$.$ The project does not have any inspection templates

c$.$ You do not have 'Standard' or 'Admin' permissions on the project's Inspections tool

d$.$ Both $B$ and $C$
