Scenario:

An officer receives a radio call to investigate a suspicious person. A citizen reported that he saw a man walking down the street looking into cars. He described the man as a white male in his late fifties, about six feet tall, 200 pounds and wearing dark clothing. The reporting party said the man looked into the windows of at least five cars.

The officer finds a man perfectly matching that description walking down the street. The officer did not see the man looking into cars. The officer stops the man and asked him several questions about his activities. The man is cooperative.
