A strategic issue is a fundamental policy choice, or change challenge, affecting an organization's mandates, mission, product or service level and mix, clients or users, costs, financing, organization, or management. Complete a separate worksheet for each of the issues you identify; select five to nine issues. 1. What is the issue? Be sure the issue is one the organization can do something about, and phrase the issue as a question that invites more than one answer.
