We know that FEMA was created in 1979, and it helps plan, coordinate, and manage disaster assistance activities, including disaster operations, disaster assistance, mitigation, and preparedness (FEMA, 2024). The Stafford Act came next in legislation designed to supplement the efforts and available resources of states, tribes, local governments, and disaster relief organizations (FEMA, 2024). Then, when we look at past disasters, two changes in legislation were made due to how they were handled and what was exposed as major flaws. That is shown by the Post Katrina Emergency Reform Act of 2006 and the Sandy Recovery Improvement Act of 2013. The placement of both of those that went into law will make organizations less vulnerable in the future. So, it is crucial when it comes to these laws; you can't predict the future, but you can plan for it, which is what emergency management does.
