Question 11 (30 points) The South Korean government is interested in protecting seals and has created a new law that requires anyone who wishes to import any kind of fish to come from a country that has received a special certification from the South Korean government. In order to receive this certification, the country must show that they require boats to use a special kind of fishing net that allows seals to escape if caught. After applying for certification, the South Korean government will send a team of diplomats to the applying country and will determine whether or not the country's fishing net requirements comply with the South Korean requirements. Mexico thinks that this is too expensive of a restriction and doesn't think that South Korea should be allowed to do this. You are an associate at a law firm and have just been asked by your boss to analyze this issue. What are the arguments both sides will make? How do you think a WTO panel would analyze this issue?
