Introduction
The purpose of this assignment is to demonstrate your mastery of the course materials and the ability to apply your knowledge to addressing hate groups and possible domestic terrorism threats. Moreover, please consider ways that criminal or intelligence-related information should be shared with our state, private and local partners. The midterm will consist of you drafting an intelligence product produced hypothetically by a local FBI Intelligence Analyst for dissemination to relevant federal, state, private sector, and local law enforcement agencies. Acting in the role of an FBI Intelligence Analyst, you will conduct an analysis of a hypothetical scenario" comprised of raw data and generate an intelligence report on a viable threat to a fictitious city. An example of an intelligence product will be provided. The hypothetical scenario will involve a planned protest in a fictitious city involving a political rally where several Neo-Nazi groups may demonstrate as well as counter-protestors such as Antifa members. As part of this hypothetical scenario, you will be provided with severalreports and other relevant documentationfrom the local police department, private sector companies, and a nearbyfusion center. From these reports, you must read, absorb, analyze, create, and disseminate an intelligence product indicating possible threats (either national security and/or criminal) and the likelihood for violence or nefarious activity, if any atall. Your final intelligence product should be clear and cogent and stake out a clear position. Clearly note which agencies should receive a copy of your intelligence product. Please feel free to incorporate pictures, charts or graphs which may help explain your position in the product. Be creative! Within your intelligence product, think about the balancing act in pushing out timely and relevant domestic terrorism or hate group "threat-related" information verses preserving privacy and civil liberties. Also, please consider any First Amendment protected activities we discussed in class!
Directions
You will submit the intelligence product, which should be approximately ten pages long, plus one page of reflection that justifies your reasoning for what you chose to include or exclude from the product. Include citations and/or quotes from any course materials we have previously addressed to support your position if that will help you formulate your position in the intelligence product. Feel free to also choose to cite additional resources that you find on your own, though this is not required.
- Incorporate at least one visual, graph, or chart that supports your position;
- On the second page, include a one-paragraph summary/argument of your intelligence product;
- Ensure your "Perspective" is incorporated into the intelligence product where you will explain your main perspective is on the potential domestic terrorism threat;
- Incorporate an analysis of alternatives relative to your conclusions and perspective of the domestic terrorism threat;
- Include an overall outlook or recommendation for law enforcement action;
- Describe any intelligence or information gaps which may help you better understand the hate group or domestic terrorism threat and the best ways to neutralize the possible threat;
- Include a list of agencies or entities that should receive your intelligence product;
- and Submit a one-page reflection/opinion (outside of the ten-page requirement) on this assignment and whether an intelligence product is the best mechanism to relay vital threat information.
