Is Gaussian smoothing of an image followed by Laplacian of the result is same as Laplacian of an image followed by gaussian smoothing? Does the order of operations matter? Which one is preferred and why ?

Please explain in very easy and lucid words because i am not understanding. please explain with examples and figures without copy pasting because i have exam.
