The government has decided to allocate some of their 2021 budget to save the koalas. For this reason, they have decided to build 2 new fire stations based on the 2020 death reports. The entire duty of these stations is to save koalas during fires. Due to large distances between regions, a built fire station can only serve on its built region and one of the adjacent regions. (For example; if a station is built in Western Australia, it can serve to 'Northern Territory' but not to 'Queensland'.) Also, same region cannot be covered by more than 1 fire station. Assuming that 2020 reports are the common death pattern which is expected to be the same in 2021, a) Formulate an IP to maximize the number of koalas to be saved in 2021. b) The government has requested from you to satisfy the following restrictions along with the above model: Restriction 1: A fire station must be built to cover either 'Victoria' and 'New South Wales & ACT' or 'Western Australia' and 'South Australia'.
