It is amazing the availability of bomb-making materials that can be bought locally. One would think there would be some restrictions or record-keeping obligations for such sales. We have restrictions on gun sales. An incendiary explosion can cause fires, which greatly adds to a disaster. Deliberately setting fires is not only dangerous but sometimes intended to advance criminal fraudulent activity. Arson investigators find themselves many times sifting through debris at a fire for clues to determine if the fire was accidental or a criminal act.
