It is the situation of an ethical dilemma. It is well aware that the company is facing a low time where it can suffer more if it loses the contract. There is no doubt that when the executives of the company received the packet, which contains the bid of competitors may create more confusion for them. However, I think that ethically and professionally, it is not right to rely on the packet. Nevertheless, it can be an alarming sign for the company to reconsider its bid what they have quoted for the government contract. In this situation, I see some possible options:

1)The first option is that the company should move on the usual way and submit its proposal what they made instead of considering the competitor's bid.

2) The second option is to consider the competitor's bid and make its value lower than its competitors.

3) The third option accessible to the company is to reevaluate their bid plan and see if it is manageable for the company to provide a low bid or not and, if conceivable, quote it by considering all the interior and outside components of the company.

I would go for the third option to reexamine and reconsider the plan. Be that as it may, I will consider the competitor's bid and not make my value lower than the competitor's bid without looking at my company's circumstance. The primary cause behind this is that it might be false information or sent by another person to misinform us. Along these lines, it is not doable to depend on it, and it is likewise not possible to disregard it due to the low state of the company.

Someone disagree with my post...saying "I disagree with you when you say that you would pick to go with option three. This is because you are still using the packet to benefit yourself. Doing this can cause your company to lose the bid entirely if someone was to come forth and say that you had incite into the bids before they were placed. The packet can be a way for the competitor to disqualify you because they know that you will win the bid. So the best idea would be to let other people and agencies know the you had gotten this packet. If in case something happens fingers will not be pointed at you or your company. If you go to win the bid you will have won it in full faith and no red flags would be used against you if more information is exposed about thepacket."
