It seems that children who carry the coronavirus are more infectious than primeage adults. It also seems to be the case that elderly people are particularly vulnerable to complications and death from the coronavirus. Suppose that a limited number of coronavirus vaccines is developed, and it must be rationed. Use the logic and terminology of public finance theory to explain the logic of why (3.1) children and (3.2) the elderly should be vaccinated before prime-age adults.
