It's my first time writing an essay proposal and I would like to know what are the rules for writing a good Econ Essay Proposal. Here is my introduction, but I don't know if it does respect the rules of this type of essay. Also, I hope you tell me if my arguments are good and answer my disagreement about the following statement. Thank you!

Essay topic: The reduction of the National Debt should be the top priority of every Federal Budget.

The issue of public debt is a subject, an essential and important element in the political debate in Quebec and in Canada, especially in a period of pandemics. When a global health crisis emerges ( pandemic ), it disrupts the global economy. Some countries, most of the developed countries, go into great debt during these periods due to government spending to support the population during the health crisis. And often after these difficult times, the future generations are the ones who have to work hard to be able to pay this big debt.

No, I disagree with this statement. The reduction of the National Debt should not be the top priority of every Federal Budget.The federal government's debt is not a burden on future generations since Canada's debt remains the lowest of the G7 countries. In order to avoid an economic imbalance, interest rates are expected to remain low and gradually ease the burden of debt accumulated during the crisis.

My three arguments ( Personal Outline ):

Argument 1: It's risky to prioritize the reduction of the debt in a short amount of time. Interest rates should remain low and gradually ease the burden of debt accumulated during the crisis.

Arg2: Canada's net debt remains the lowest of the G7 countries (as % of GDP, )

Arg3: The federal government's debt is not a burden on future generations. There is no risk of a debt crisis in Canada under the current circumstances, as the debt is almost entirely denominated in Canadian dollars and the country is in control of its monetary policy.
