Josephina is a 12-year-old, Hispanic female living in New York City. Josephina has been in foster care since she was 10 years old due to her biological father not being present (she doesn't know who he is), and her mother's ongoing struggles with drug addiction. Josephina has three younger siblings at a different foster home that she sees once a month on a supervised visit, where she also sees her mother occasionally.

Josephina earns As and Bs at school. However, she gets in trouble regularly for behavioral issues such as fighting with her peers, talking back to her teacher, and sometimes, leaving the school without permission. Josephina's foster mother and father care for her deeply and she has been in their home for two years.

Recently, her foster parents have requested that she receive a new foster care placement ASAP due to their struggles with managing Josephina's behavior at school, as well as the care that they provide to their two younger biological children and an additional child in foster care in the home that is older than Josephina.
