Juma was the Chief of Atlanta's Fire and Rescue Department (AFRD). He was generally regarded as an excellent Fire Chief. He set out to assemble a group of firefighters within the AFRD who represented diverse backgrounds, characteristics, and beliefs.

Juma self-published a book including passages stating that illegal immigration was harming the United States, that government services should not be provided to illegal immigrants, and that sanctuary cities should be harshly punished for their policies.He also stated that the death of an illegal immigrant should be celebrated.

Juma provided book copies to between 9 and 12 of his subordinates at work-some whom had asked for it and some who had not. One who had not asked for the book was concerned about the content and passed the book along to the mayor's office.

The City and the mayor both expressed their concern, in public and to Juma, with the content of the book and with Juma's statements in it.

The mayor received thousands of angry emails and phone calls to his home that included death threats for opposing Juma's views.
