The founders and staff of IASE worked for the Peace Corps, United Nations, Human Rights Watch and Amnesty International, among other similar organizations. The organizations central philosophy is that exchanges with host parents and students around the world will broaden a students understanding of other cultures and make them more appreciative of the need for peace and international understanding. Karina has been serving as the first Budget Director of IASE for the last 3 years, and is widely respected in this organization that places currently 15,000 students in 60 nations around the world. The programs are largely for a year or summer basis. The organization is experimenting with semester and two month programs on a pilot basis for college graduates and millennial professionals; if they are successful, they will go forward with a larger program to broaden their appeal. In addition to her MPA from John Jay College of Criminal Justice, she has a BA in Foreign Service from Georgetown University and an MA in International Politics from Tufts University. The international operating budget is approximately $ 100 million dollars and derives nearly 75% of its operating income from tuition, with the rest coming from program grants, donations, endowment income and fees. She had a full-time professional staff of two analysts and one administrative assistant. The 2 analysts recently departed for higher-paying positions with prestigious foundations and the administrative assistant is on FMLA. To fill these staffing gaps until she can hire two new analysts, she has a loaned administrative assistant from another department and a graduate student intern. It is August 15, 2022 it is about 5 pm in the afternoon. The IASE fiscal year is on a academic basis (their fiscal year runs from September 1st to August 31st). The new 2023 budget is to be finalized in two days, August 17, when it is to be submitted to the IASE international Board of Trustees. The trustees will meet on August 21 at the ISAE headquarters in Boston, Mass. She has been single-handedly running the budget preparation process, as her boss, the Vice President for Finance and Operations Jim Marcus - is covering all the other areas. The organization has decided to go ahead with several new programs in addition to the basic year and summer programs, and these are to be funded for the first time in the new budget. So there is no hard experience to guide the organization as to whether these experimental programs will succeed financially or not. Wes, the student intern who has been working with her, has expressed concern to her that the assumptions underlying the funding of these new programs are shaky and requires greater scrutiny. He has recommended to her that they be taken out of next years budget, but politically that cannot be done, and it is too late in the budget preparation process to do that. Wes and Marisol have finished running the numbers, and have discovered that the proposed budget is not balanced; total revenues are approximately $ 98.5 million and projected expenditures are $ 99.75 million. The projected deficit is attributable, based on their analysis, to the shaky funding of the new programs! Karinas boss is due to meet with the IASE executive team to review the final budget proposal at 1 pm on August 16, before it goes out to the Trustees. So far, only two people in the whole IASE organization know about this problem Karina and Robert. Her boss does not yet know about this problem. To make matters worse, and adding pressure on Karina, her boss on 8/15 was now scheduled for emergency surgery, and he will not be able to brief the IASE executive team now Karina has to! Karina now has to brief Jims boss, the Executive VP Kamala J. Jones. She realizes that she has to do something about this problem and quickly there is very little time left.
