The base year 2020 application of the travel forecasting models shows that the existing 4 lane Highway 444 is operating at near capacity. At present, there are 2 lanes per direction. The transportation planners of Region X are interested in finding out the need to expand Highway 444 to four lanes per direction (i.e., 8 lanes in total) You are hired as a consultant to advise Region X regarding the following questions. Assume that data can be forecasted for 2035. (i) What should be population inputs to the travel forecasting modelling framework for estimating the 2035 average speed (i.e. travel time) offered by Highway 444 without capacity expansion? What will be the effect on location decisions of those Central City X additional households that the land use planners wish to locate in County E? Suggest a modelling framework that can be used to obtain quantitative answers. (ii) Region X government wishes to predict the land use effects of expanding Highway 444 to 8 lanes.
