Leadership, no matter if it is upper, middle, or lower management, must also facilitate trust and respect so that workers participate in programs and actively voice their concerns and worries as well as their support. Employees that do not have a foundation of leadership are less likely to seek help and risk injury, illness, absenteeism, and a lack of desire to adhere to rules and policies
