load_bank_data(file_name)

a. goal: build and return a dictionary containing the data from the given file. Each row in the file becomes 1 entry in a dictionary. The keys to the dictionary are customer names. The values in the dictionary are customer details as a list.

b. parameters i. file_name - the name of a CSV file containing customer information

c. result: returns a dictionary containing the customer information

d. hints: i. This function is called by bank_balance(). Have a look at how it is used in the template file ii. This function has no doc-test so extra manual testing is needed
