Looking for assistance in refining research questions.

Here is my Problem Statement:

• The general problem to be addressed is the shortage of a quality healthcare workforce during a crisis, resulting in the inability to maintain quality patient care and high organizational performance.
• The specific problem to be addressed is the potential shortage of a quality healthcare workforce during a crisis in the healthcare industry within the southeastern United States, resulting in the inability to maintain quality patient care and high organizational performance.

Here are the Research Questions I have created:

• RQ1. How does a shortage of a quality healthcare workforce during a crisis impact quality patient care and high organizational performance?
  • What is the meaning of quality patient care?
  • What standards do hospitals use as a guideline to define quality patient care?
• RQ2. What defines a quality healthcare workforce?
• RQ3. How does a hospital maintain high organizational performance?

I believe these are ok but may read as interview questions.
