First, the government uses a robust, complex economic system to inform the implementation and annual adjustment of the federal poverty guidelines, which are used to determine who lives in poverty and who does not, and who in turn is then eligible for public benefits. In addition, there is considerable debate regarding the causes of poverty. Some feel that the causes of poverty are leamed and therefore generational in nature, whereas others feel that economic striations that include poverty are necessary to maintain an economic structure An example of a "learned" cause of poverty includes children growing up in impoverished circumstances having little to no access to quality education or vocational training and then in turn having limited employment opportunities as they progress into adulthood. As this is a cyclical process, how can social workers best advocate for social and economic change within their communities? A social worker (or group of social workers) who aims to positively impact the issue of poverty on a community level should first emphasize the strengths of that community. Discuss three strengths that a community may have that could help alleviate poverty within that community
