MainTrain is a large engineering maintenance facility that has recently won a contract to provide maintenance services for a private coal rail haulage company operating between the coalfields and the local shipping port. As part of this contract MainTrain is required to perform regular maintenance and overhaul services on a fleet of Diesel Electric Locomotives.
To accomplish this contract a new spare parts Caustic soaking and Steamwash facility has been erected on the MainTrain site by Rapid Commercial Builders Ltd (RCB Ltd.). The facility is still under construction with a planned completion date of two months from now.
The caustic soaking facility is a large concrete bath with a capacity of 2,000 litres. this bath is surrounded by a containment bund able to contain the contents of the bath in the event of an extreme spill. Personnel access to this area is restricted by a metal hand-rail barrier surrounding the bath. Steps lead onto a small platform from which the caustic soda crystals are loaded into the bath when required. Access to the steps is controlled by a locked gate. A remote controlled electric overhead crane will be used to transfer and lower the component parts, in metal baskets, into the bath for soaking.
After soaking, the components are suspended over the bath to allow for draining of the caustic solution and are then transferred by forklift to the steam wash bay for steam cleaning.
The following personnel have been assigned by the MainTrain Operations Manager as Project coordinators:
Maintenance Manager - overall responsibility for the day-to-day operation of the wash facility.
Maintenance Supervisor - directly responsible for the completion of/and assignment of facility personnel daily tasks.
Training Manager - tasked with identifying training providors and management of the training program.
Site safety committee representative - responsible for representing employees and providing advice to Management on issues of safety.
Operations employees - Five skilled staff newly assigned to the facility. Each hold Forklift and Crane operators' licences. These employees will need to be trained in the soaking and washing operations.
Context of the Project
You are employed by RCB Ltd. You have been tasked to perform the project managers function and develop the Work Health and Safety Operations of the facility to be implemented when complete.
Management has advised you to go through the WHS related policies and procedures being followed at Maintrain and undertake the WHS guidance project. Project scope must include the following activity.
- Risk assessment and identification of control methods.
- Safe storage of any Dangerous Goods according to their Classification.
- Identification & costing of appropriate safety equipment to be used.
- Training of employees to ensure safe operating processes.
In consultation with Maintrain management, an audit of industry standard workplace practices was conducted. The following processes were identified as adequate.
- Material Safety Data Sheets available for all substances used on site.
- Job Training Instructions have been developed.

- Inexperience of employees involved in the process.
- Lack of knowledge related to the use of corrosive substances.
- Training sessions on the topics of 'using safety equipment'
You have also been advised that this is classified as a small project. A budget of $ 27,5000 has been allocated to implement the plan. The project must be finished within two months' time.
