Malaysian Constitutional Law question

Haiqal, who is in jail for having been convicted by the Syariah Court in Selangor for drinking alcohol, is not happy. Firstly, since he has been sentenced to imprisonment for 1 year, he wanted to appeal to the Sultan. Unfortunately, he was told that the Sultan has no power over pardons. Then he got his friends to campaign to abolish section 18 of the Selangor Syariah Criminal Offences Enactment of 1995. The campaign was a success and a Bill had been introduced in the Selangor Legislative Assembly to abolish the said provision. A few days prior to the second reading of the Bill, Nasir (a politician from an Islamic party was notified of the Bill, and he immediately filed for an injunction at the High Court to stop the Bill from being further deliberated. The party's legal clerk was worried that the High Court might refrain from hearing the matter due to its Islamic subject matter. When Haiqal's friends discovered the application for the injunction, they were confident that it would be rejected since leave from a Federal Court judge had not been obtained prior to the filing in High Court. Advise all parties.
