*Managerial Accounting* - Product vs Period Costs

Is the retail store, purchasing department, personnel department, admin and accounting department part of product costs?

If no, why does the costs incurred by these service department being allocated back to production departments?

eg: store manager salary forms part of the store costs, accounts manager forms part of the admin and accounting costs
