Maritime relations are subject to the adversities inherent to legal relations, however, the solution of the possible eventualities constitutes a complex issue to be deeply studied, since the resolution of conflicts passes through, at least, as a rule, two different States and, therefore, involves different legal regimes addressing issues such as public and private international law, international conventions, national legislation, among others. It is a real legal web that needs to be carefully crafted and interpreted, since every detail, no matter how small, can represent a radical change in the guideline that guides the solution of the conflict. Before the first attempts to unify the rules that guided international maritime relations to protect their fleets, each state took the measures that best served the interests of their merchant ships, measures that were often inserted into domestic legislation and the codes of laws of each country, assigning responsibilities, establishing rules of conduct and even stipulating penalties. Soon, navigation became chaotic and difficult to know about rules and legislation. Given the situation exposed above, it became indispensable the immediate establishment of common and uniform rules to manage navigation.
