Medicare and Medicaid are publicly funded entitlement programs. Anyone meeting the eligibility requirements for these programs is entitled to all benefits, no matter the condition of the government's finances (Milstead et al.,2019). The government cannot choose to provide coverage, no matter its financial state. If the government runs short of revenue, fewer taxes are collected during an economic downturn, and there is no option for the government to cut back on entitlement programs. Beneficiaries can sue if the government does not provide this obligation (Milstead et al., 2019). Wealthy individuals and special interest groups will likely invest in these decision-makers with a beneficial return. Otherwise, the money invested in these political campaigns would stay the same (Milstead et al., 2019). Once again, money flowing through will affect decisions made by legislative leaders. How much will it cost the government, who is investing, what are the return benefits, and what decisions will generate the most money
